Operational structure
Saint-Etienne Métropole is a Public Establishment for Intercommunal Co-operation (EPCI).

The Bureau consists in a Chairman, 23 Vice-Chairmen and the representatives. The Bureau makes overall policy decisions.
Theme-based work committees : 12 committees have been established by the Metropolitan Area Council and are responsible for examining and preparing the decisions of the Bureau and the Metropolitan Area Council by issuing their opinions.
The Development Council : Consisting in approx. 70 members, the Development Council represents the public community. Its opinion is considered by the Chairman in different fiels like general overall policy decisions for the local community, along with all projects of an economic, social, cultural, planning or financial nature.
